And as for eviction, I'm not sure if you should do it.

People can bet a member, then vote them out. It wont be fair

Your choice, but personally, I think people could take advantage of this. Example:

Member 1, Member 2 and Member 3 all bet that Bob will be evicted
Then, when the public are voting for the eviction, Member 1, 2 and 3 team up and vote bob off and win the tokens.

Rubbish example, but you see my point.
