That's a very good idea as long as you didn't get the scammers abusing it and reporting everything just for fun.
Maybe they could have some sort of system where you have a separate rating for your reporting reliability and each time a swap is reported which does turn out to be breaking the rules, in the wrong section or whatever it was reported it for then everyone who reported that swap gets a reliability point added onto their rating and if the people did it for fun then they lose a point and then they check the reports in order. Each member who has reported the swap has their reliability points added together to make the urgency score of it being seen to. There could even be a set point where you get down to such a low rating that your rating is counted as past the limit and the report button feauture is disabled and you cannot use it, before this stage there could be temporary bans of the use of it too to make sure people are aware.

Not Neccesarily, they could use the people that check the swaps before they go online. And they would save money because they wouldnt waste time expecting swaps to come that wont arrive or with things that arent allowed to be sold on swapitshop.
