When a new member signs up, they should automatically get a pm telling them to go to the thread where the rules are posted with a link there.
Then they cannot post anywhere else until they have posted in that thread saying they have read the rules or pm'ed to say they've read the rules or something, or are restricted from seeing any of the other sections apart from the Introduction one where the rules are.
Is there someway to do that?
I know it wouldn't force them to read them but at least if they say they've read them then later on if they break the rules they can automatically get first warning, and if they complain they didn't know they can be told that they said they read the rules when they signed up, so can't use that they were new and didn't know as an excuse.
What do you guys think?

Well yes, I see where you're coming from, but I doubt they'd really read the rules, they would open the topic then say they've looked at them - They wouldn't read them??
Let people look at the rules when they want and if you see someone breaking them, tell them to go and look at the thread

I know a lot of people would, but at least then they can't use the excuse that they didn't know as I've noticed newbies getting away with spam etc. as they are using this excuse.
